This episode was likely a psy-op to get the “average American,” or “mundanes,” used to the idea of being arrested and hauled away if the full authority of any government agent in a costume is questioned in the least.
She did NOTHING illegal here, yet was apprehended anyway. Folks watching this unfold will think “ooh, if it can happen to America’s Sweetheart, well it would surely happen to me…”
And, a more docile general public is achieved.
